We are the Concerned Citizens For the Hudson Valley; a Grass Roots initiative concerned with a variety of issues the Hudson Valley is Facing today, primarily those surrounding economic development pressure from outside sources that negatively affect Citizens' Quality of Life. We want to help the Village and Town of Goshen to Stop Legoland. We want to protect Orange County from predatory projects like CPV and the Millennium Pipeline.
We are in a David vs Goliath fight to preserve one of the most scenic and historic towns in the Hudson Valley.
Our First Order of Business is to send Merlin Entertainment on to Find a More Appropriate Site for their Legoland Amusement Park Resort.
LIST OF ISSUES WHY THE GOSHEN SITE IS A BAD IDEA FOR LEGOALND
The 524 acre Legoland site is an Environmental Asset to
Orange County and Goshen, New York. There is a higher value in protecting it than clear cutting it and paving it.

The heavily wooded legoland site needs to stay that way, to recharge Goshen's aquifers and keep the Moodna Creek Watershed functioning. Covering it with impermeable surfaces is a terrible idea.
Impervious surfaces can have an effect on local streams, both in water quality and streamflow and flooding characteristics.
As watersheds are urbanized, much of the vegetation is replaced by impervious surfaces, thus reducing the area where infiltration to groundwater can occur. Thus, more stormwater runoff occurs - runoff that must be collected by extensive drainage systems that combine curbs, storm sewers, and ditches to carry stormwater runoff directly to streams. More simply, in a developed watershed, much more water arrives into a stream much more quickly, resulting in an increased likelihood of more frequent and more severe flooding.
A significant portion of rainfall in forested watersheds is absorbed into soils (infiltration), is stored as ground water, and is slowly discharged to streams through seeps and springs. Flooding is less significant in these conditions because some of the runoff during a storm is absorbed into the ground, thus lessening the amount of runoff into a stream during the storm. (source)

This is not an old Archaic Law, the specific chapter and section, in the town of Goshen town code where of this wording is found, was updated and rewritten as recently as 2004. Furthermore, our Master Plan was also updated as recently as 2009. We are asking the Town of Goshen to respect its' own laws and follow them. We are asking that MREDC Mid-Hudson Regional Economic Development Council stop sending Foreign Predatory Companies to areas where the Zoning, Laws and Master Plans would need to be violated to accommodate those companies!

The Town of Goshen Supervisor Said it best when he gave reasons for turning down a proposed zone change at the exact same site on April 26, 2016 .

383 Acres of the 523 Acres Merlin Wants to buy is listed as Active Agricultural Land. 383 Acres of Agricultural Land would be lost through the Requested Zoning Changes and Commercial Redistricting of Active Agricultural Areas.

Merlin Entertainment's Commercial Legoland Project, An Amusement Park Resort, with no prior presence in the town, is seeking to purchase 523 acres in a 765 acre environmentally sensitive watershed, with a "threatened tributary" of the Moodna Creek Hudson River Basin Called the Otter Kill. This 523 Acres contains the Host Environment that plays a critical roll in the life cycle of 27 Natural Resources 5 of which are Endangered or Threatened including:

Northern Long Eared Bat-THREATENED
DISREGARD FOR OVERLAY DISTRICT PROTECTION
The Town of Goshens' Actions in moving forward with the Merlin Entertainment Legoland Zone Change shows complete Disregard for the Protections this 523 Acres is afforded by the Three areas of Overlay District it is falls with in.
383 Acres is with in a New York State Agricultural District and is also Agriculturally Active Assessed Land.
Two of the three areas of Road Frontage are with in Scenic Road Overlay Districts.
The 523 Acres is with in Stream and Watershed overlay Districts.
LACK OF COMMON SENSE
This is the worst possible location for legoland. No water, no level land heavily wooded, next to two reservoirs and has a threatened stream transecting the site? Come on....apply common sense.
The location is not suitable for a Project of this size - traffic, watershed location, proximity to the heritage trail, noise pollution, air pollution, inadequate roads, all with in a town with a History of water shortages.....
....and Merlin Entertainment's proposed commercial development wants 65 million gallons per year of our most precious resource water??
The local government has fast-tracked this Project which normally would be carefully planned and studied over several years. They voted to not include traffic studies on major holidays like The Great American Weekend where traffic is already a problem.

We have meetings open to the public where citizens can come and voice their concerns about this Project.
It is not about a toy but a major corporation forever changing a town and being unwilling to pay their fair share of taxes for 30 Years.30 years.
We are not Against Smart Growth and New Business. We feel the Amy's Kitchen Projects makes much more sense in both it's scale and Development Proposals AND they are spending a lot of their own companies money on necessary Road Improvments to their Food Pruduction Site.
WHO INVITED THEM HERE? NOT THE RESIDENTS...
The decision to INVITE the Largest Legoland Amusement Park in North America was made without the Consent of the People it will affect. Since when do Citizens NOT have a say in a massive zoning change and Completely new Overlay District that will change their Neighbors land from Active Agricultural Land in a Residential District TO a Vaguely worded Broad Commercial Overlay District?
